The Whiting School of Engineering isrecruiting for anSenior Administratorfor theEngineering for Professionals program (EP) which includes theLifelong Learning and D. Engineering programs. The Administrator isresponsible for managing all operations, including (but not limitedto) personnel management, fiscal management and planning,space/facilities, human resources, administrative support systems.They provide management support and partner with Associate ViceDean and faculty in developing program's strategic direction, goalsand objectives and to ensure efficient and effective administrationof the program. Specific Duties &Responsibilities

Staff Management

  • Supervise/Train/Lead approximately 9-11staff members at present.
  • Champions the importance and value of adiverse, equitable, inclusive and respectful workenvironment.
  • Promote and model a culture of exceptionalservice and support of the department mission.
  • Oversee all aspects of human resourcesadministration, including staffing, employment and compensationissues, performance management and disciplinary actions and salaryplanning.
  • Ensure that new staff, faculty and studentsare onboarded with policies and procedures and communicates updatesand changes in administrative policies as needed.
  • Ensure that skills and competencies ofdepartment staff address changing technology and needs.
  • Manage staff that assist faculty with HRprocesses and policies for research and technicalstaff.
  • Manage staff responsible for graduateacademic and non-credit programs to include student payrolladministration and course assistant hiring.
  • Oversee all faculty and program leadercompensation.
  • Oversee and maintain compliance of theweb-based time and attendance system.
  • Orient all new employees to the department;ensure all forms are properly filled out and submitted, and providecontact information of all necessary offices such as HumanResources, Parking, J-Card office, etc.
  • Conduct annual reviews and provide ongoingfeedback and constructive criticism. Prioritize and direct workefforts, providing guidance and direction. Conflict resolution.Responsible for strategic planning for future department staffingneeds.
  • Conduct administrative staff meetings,promote cross training and provide a forum for informationexchange.

Financial Management

  • Oversee all finance, academic andadministrative operations, including space/facilities, humanresources, and administrative support systems.
  • Provide financial analysis and programplanning support to the Associate Vice Dean of the program.Collaborate with the Associate Vice Dean on long term planning, aswell as analysis and resolution of short-term issues. Suggestsolutions and implement decisions. Responsible for overseeing allfinancial and reporting aspects of the department and thecenter.
  • Accountability for ensuring all applicablefederal, state and university regulations are adhered to in theday-to-day operations. Monitor awards for compliance with agencyguidelines. Ensure that budgetary goals and objectives are metwithin audit compliance requirements, both internal and external toJHU.
  • Oversee projections and analyze long-termtrends in total budget for the program, including analysis ofexpected changes in teaching, research and professional practiceactivities, student enrollment and scholarship support, facultysize and composition.
  • Responsible for overseeing the staff &process of development, preparation and review of program operatingbudgets, including discretionary funds, industrial partnershipfunds, departmental gift accounts, as well as all departmentoperating budgets. Advise the Associate Vice Dean on resource needsand financial risks facing the department.
  • Provide complex financial and other reportsto Associate Vice Dean, faculty, school, and University as well asoutside agencies.
  • Address complex financial managementproblems, audit questions, contract, and managementissues.

Administration

  • Direct administrative and financialfunctions of the program.
  • Provides management support to the AssociateVice Dean and faculty to ensure efficient and effectiveadministration. Direct and supervise administrative and financialstaff supporting the program goals.
  • Direct the short-term and long-rangeactivities of the program, including responsibility for financialand administrative operations, oversight of the program’s humanresources matters, academic support, internal communications andspace/equipment-related operations.
  • Work with the Associate Vice Dean anddepartment faculty to plan, execute and recommend programs andpolicies that will assure the achievement of strategic programgoals and meet the financial needs of the program.
  • Represent program at university and schoolwide administrative meetings. Develop and implement strategies forimproving the external image of the program.
  • Oversee general facilities operations andmanage projects as needed.
  • Develop and promote policies and proceduresto improve operations of the program. Assess and periodicallyupdate the infrastructure in the program that supports teaching anddevelop a plan for maintaining and improving departmentalresources, including computing, communications, and teachingsupport.
  • Manage all aspects of the facultyappointment and visa processes.

Special Knowledge, Skills andAbilities

  • Highly organized with attention to detailand ability to prioritize multiple responsibilities.
  • Ability to work independently as well aspart of a team in a high-volume environment.
  • Proficiency with databases/spreadsheets, andJHU financial systems (SAP), strong skills inExcel.
  • Strong knowledge of JHU policies andprocedures and federal funding and compliancerequirements.
Supervisory responsibility
  • Supervise/Train/Lead approximately - 9-11staff members at present.

Budget authority

  • Oversight of $35.6M budget.

Minimum Qualifications

  • Bachelor's Degree in Business, Finance,Accounting or other related field.
  • Seven years progressively responsibleprofessional-level administrative and financial experience relatedto monetary or non-monetary resources of a department, center, orunit, including 2 years financial management experience (e.g.,planning, directing, monitoring, organizing, and controllingmonetary and non-monetary resources). Supervisory experiencestrongly preferred.
  • Significant, relevant experience maysubstitute for degree requirement and/or master's degree in arelated field may substitute for required experience, to the extentpermitted by the JHU equivalency formula.
